- Simulated Air-to-Surface Weapons Employment Assessment
RAVEN Mission Solutions recently developed a program that assess Air-to-Surface weapons release in a training environment. It is essentially a simplified, scalable version of the assessment process contained within Air Force Doctrine Publication 3-60. It gives the user a powerful, evidence-based assessment for debrief that incorporates pre-planned Measures of Performance (MOPs) and calculates Measures of Effectiveness (MOEs). It answers the questions:
1. Did the pilot make the right decisions (correct weaponeering)?
2. Did they execute the procedures correctly (employment within the envelope)?
3. Did their actions lead to the desired effect in the simulation?

James Clapper, President/CEO, has 32+ years of experience in the Defense and Aviation Industry. James served on both the officer and enlisted side of the Air Force. For 20yrs he travelled the world and eventually retired in 2014. After retirement, he and his family moved back to Alaska, where he has been working as an Air Battle Manager Instructor in the AWACS Mission Training Center.

Over his career, he kept ICBMs on alert in North Dakota, was an AETC technical school instructor/evaluator, an Air Battle Manager with Air Weapons Officer/Electronic Combat Officer experience in the E-3 AWACS and Air Weapons Officer/Air Surveillance Officer experience at an air control squadron in Italy. Finally, he supervised live weapons training at Green Flag West -Nellis.
